Create a character first: the Point Scroll is mailed to a character's depot.

The Point Scroll is mailed to that character's home depot (at their next login if they are offline). Whoever uses it in game receives it on their account, so it can be traded first. A character from Rookgaard, which has no depot, gets it in the Thais depot once they reach the mainland.
